GRENADA ISSUED CBI PASSPORTS TO RUSSIAN AND BELARUSIAN APPLICANTS AFTER IT BLOCKED THEM DUE TO THE RUSSIAN INVASION OF UKRAINE

The Government of Grenada, like the other East Caribbean states with Citizenship by Investment (CBI and CIP) programs, took action to block all applications for economic citizenship who were nationals from the Russian Federation and the Republic of Belarus, shortly after Russia invaded Ukraine. The effective date for Grenada, after which no economic passport application from Russian or Belarusian citizens were to be accepted was May 10, 2022 Note that Russia invaded on February 24, 2022.

During a recent investigation of Grenada's Citizenship by Investment program, our sources have determined, based upon CBI passports issued and outstanding as of 2025, that Investment Migration Agency Grenada (IMA) clearly authorized, and thereafter processed, CBI passports for Russian, as well as Belarusian nationals, in clear violation of the program's laws and regulations.

Our sources have further advised us that this was accomplished initially by "amending"(backdating) the applications which were pending on 5/10/22, and then completing the application process, and later by instructing new applicants from the two blocked jurisdictions to insert fraudulent information so as to appear to qualify as pre-sanction date applications.

in our considered opinion, these passports are not merely voidable, they are void as a matter of Grenadian law, a fraud upon the CBI program, and such citizenships are subject to immediate termination and passport revocation. Their continued use constitutes passport fraud. Compliance officers involved in new account opening procedures should govern themselves accordingly, when presented with a Grenada passport issued after 5/10/2022, and the holder does not appear to be a native-born citizen, of West Indian extraction and heritage, from Grenada.
