THE MAN BEHIND CHINA'S PLAN TO DOMINATE EAST CARIBBEAN POLITICS AND CREATE A SPHERE OF INFLUENCE FOR THE PRC

This is HARTLEY HENRY, a political consultant from Barbados. To fully understand China's long-range goals, one must go back a decade, to 2015, during DENZIL DOUGLAS' tenure as Prime Minister of Saint Kitts & Nevis. at that time, TIMOTHY HARRIS, who was in Douglas' party, revolted against his administration, and joined the Opposition, after he was fired. He also founded his own political party, the PEOPLES' LABOUR PARTY (PLP). Most observers suspect that the dispute between Douglas and Harris was the creation of CARIBBEAN GALAXY, in a scheme to take over the Citizenship by Investment (CBI) program in Saint Kitts.

As the Douglas administration unraveled politically, elections were announced. Henry managed Harris' campaign, which was entirely funded and supported by Caribbean Galaxy, as was Hartley's own bill for his consultancy services. Harris & Galaxy stipulated and agreed that, if he won and assumed power, Galaxy would receive exclusive control over the CBI program. After the election, Harris formed his Team Unity government.

Over time, after 2015, it became evident that, under the Harris administration, Caribbean Galaxy had acquired a monopoly over the SKN CBI program, as the direct result of Galaxy's direct financial support during the election.The infamous Jail Project and the Ramada Hotel Project had a staggering number of citizenship applications, resulting in many millions in profits for Galaxy.

In 2020, Henry and Galaxy began building a relationship with ERNEST HILAIRE in Saint Lucia, while he was in the Opposition. There are credible reports that they provided election funding to the LABOUR PARTY in Saint Lucia through Hilaire, who was appointed the Minister for Investment, due to his significant role in generating the most funds during the election period, with the help of Galaxy.

During 2021, Galaxy was doing business in both SKN and SLC, but when the government in Saint Kitts changed in 2022, after Labour won the general election, Galaxy exited Saint Kitts & Nevis, taking Henry with them to Saint Lucia, where they had already established a close relationship with Hilaire; there have been significant questions raised about Galaxy's ongoing influence in CBI in the region. There is an agreement that Galaxy will fund election campaigns in Saint Lucia, and that it would eventually have a monopoly over the CIP program of Saint Lucia.

Whether Galaxy, as a company beneficially owned by foreign nationals, has violated Kittitian or Saint Lucian civil or criminal laws or regulations is a question best answered by competent legal counsel, admitted to the practice of law in those states. Hartley Henry insisted to me that he is not breaking any local laws, but what about China, which is said to control Caribbean Galaxy? And what about Harris and Hilaire? The people of the two EC states deserve answers. We wonder if they will ever get them.
