In a bizarre turn of events, EMMANUEL NANTHAN, who heads the beleaguered Citizenship by Investment (CBI) passport sales program in the Commonwealth of Dominica, and who was fired after officials in the United States government advised, in two successive letters, that Nanthan was involved in money laundering, has been promoted by the Caribbean nation's Prime Minister, ROOSEVELT SKERRIT, to a senior executive position in government. Dominica's CBI program has sold passports to a large number of Russian organized crime figures, Iranians, Syrians, North Koreans and major transnational white-collar career criminals.
We have repeatedly reported on Nanthan's close relationship with the Iranian fraudster and money launderer, ALI REZA MONFARED, whose criminal organization sold billions of dollars of sanctioned Iranian oil, and then stole the proceeds, earning him and others sentences up to and including the death penalty, in Iran. Monfared is currently serving a 20-year sentence in an Iranian prison; Nanthan used a Dominican company he owned to launder Monfared's criminal proceeds. PM Skerrit has declined to specify precisely which new executive position he has appointed Nanthan to occupy, but this action has drawn major objections from Dominican voters, especially after Skerrit failed to confirm the termination of his CBI head, and actually denied that it had occurred. Reports from sources in Dominica indicate that it took two strong letters from the United States, detailing Nanthan's alleged criminal activities, before Skerrit was forced to sack him from his CBI position. We are unable to confirm whether Nanthan has been indicted in the United States or the United Kingdom.
