DAVID RIVERA, a controversial former US Congressman and politician who had an unusual $50m consulting contract with the US subsidiary of PdVSA, Venezuela's national petroleum utility, has been arrested and charged with multiple Federal felonies. He was taken into custody in Atlanta this week; the case is pending in the Southern District of Florida.
