MOSCOW'S MAN INSIDE THE GOVERNMENT OF MALTA: ALEX MUSCAT

What will happen to him if he stops selling passports to the Russians ?

Malta's refusal this week to commit to excluding Russian nationals from its controversial IIM Citizenship by Investment passport programme has infuriated a large segment of the country's population, in light of the universal EU opposition to the Russian invasion of the Ukraine. Whilst Prime Minister Robert Abela dodged media queries, the head of the passport programme, Parliamentary Secretary for Citizenship & Communities, ALEX MUSCAT, went much further. Muscat (no relation to Joseph Muscat) claimed that the program was NOT a "Golden Passport" scheme, and that it featured world-class due diligence of applicants. Nothing could be further from the truth, Mr.  Muscat.

Therefore, we need to take a hard look at Alex Muscat, not only for the protection of Malta, but for the Members of the European Union as well. There are serious dangers afoot here, as Muscat wields significant power within government, due to the cash flow from Russia that he brings into the Maltese treasury. 

Alex Muscat is,  in truth and fact, is the link between Malta's Labour Party and the Kremlin. One source says he often spends more time at the Russian Embassy than his office; he also is a regular visitor with Joseph Muscat, which is unusual, because Muscat has been out of office for some time. Whilst he refuses to make the list of Russians holding CBI passports from Malta, it is believed that it is because a number of the Oligarchs have been allowed to purchase them, giving even the most corrupt of Russia's robber barons direct visa-free Shengen Zone entry into the countries of the European Union.

The extent of how many bribes and kickbacks that he allegedly has received from affluent Russian Oligarchs, white-collar criminals, and even intelligence agents, is unknown, but is believed to be extensive. He appears to be operating the CBI portfolio under the direct supervision of Joseph Muscat, whose sordid reputation for corruption speaks for itself.

Secretary Muscat receives his kickbacks from major local construction companies that receive fraudulent permits. He personally owns/owned (in liquidation) a construction and electrical supplies company, BMV LIMITED, through a front man, though he is the ultimate beneficial owner. He receives his kickbacks in the form of supply contracts through his company.

Whether the unfolding developments at the European Union regarding sanctions against Russia result in the termination, with prejudice, one way or the other, of the IIM programme, is a real possibility, and in that case, Alex Muscat will most likely be collateral damage, although the fallout will not reach into the shadows and snare Joseph Muscat, who effectively directs the distribution of bribes & kickbacks from its covert operation. Perhaps Alex Muscat, whose arrogance is legendary in Maltese government circles, will soon fall from power, along with the programme that he has used as a personal cash cow.
