Here are the mandatory information requests that I would demand answers on before making the first payment:
1. IS A REPUTABLE, TRUSTWORTHY OUTSIDE DUE DILIGENCE PROVIDERS CONDUCTING THE INVESTIGATIONS ON APPLICANTS, AND WHAT IS THEIR TRACK RECORD? the industry has a long and sordid record of employing companies that routinely approved individuals who would never be allowed to open a bank account in the EU or US.
2. HOW MANY BAD ACTORS HAVE BEEN ARRESTED OR INDICTED HOLDING CBI PASSPORTS FROM THIS JURISDICTION DURING THE PERIOD IT HAS OFFERED CBI PRODUCTS? That will tell you whether this is a jurisdiction to be avoided at all costs.
3. WHAT ARE THE LOCAL LAWS ABOUT THE CONDITIONS UNDER WHICH THEIR CBI PASSPORT CAN BE CANCELLED OR SUSPENDED? This is a tricky one, because you probably won't find any ability to contest it, nor any Due Process under local law. You could lose your entire investment.
4. DOES THE LOCAL CBI PROGRAM HAVE A GOOD REPUTATION, OR IS IT UNDER ATTACK BY CRITICS OR CUSTOMERS? Is there any controversy that might result in its termination or cancellation?
5. WILL YOU BE STEPPING ON THE TIGER'S TAIL BY SIMPLY OWNING THIS PASSPORT? The jurisdiction may be, or formerly was, a tax haven accused of money laundering, facilitating fraud and financial crime, or some other law enforcement problem. Will you be targeted by Western law enforcement agencies if you use your passport?
6. IS THE GOVERNMENT THAT ISSUES THE PASSPORT STABLE, RELATIVELY FREE OF CORRUPTION, AND WITH A LOW RISK OF BEING SANCTIONED BY INTERNATIONAL REGULATORY AGENCIES? Will you later run into OFAC issues, regulatory designation or sanctions imposed that affect you as a possible risk.
If one can satisfactorily answer these tough questions, in my humble opinion, the purchase of a CBI passport from this specific jurisdiction becomes an acceptable low risk that justifies payment, if you deem it necessary.
