The Prime Ministers of both St. Kitts and the Commonwealth of Dominica has have very publicly stated, in response to the huge outcry about illegally discounted CBI passports, that they will cancel any and all such travel documents forthwith, immediately upon discovering which they are. This sounds good, but cancelling and terminating the validity of a passport,and recovering it, is another story.
Let's face it, a number of the illegally-discounted passports ended up in the hands of Chinese career criminals and intelligence agents, some of whom have been indicted or arrested.When you transit immigration at airports of entry, customs officers in most of the countries in the developing world have zero access to any database, let along one which might enumerate all cancelled documents worldwide, since ne does not exist as either an international law enforcement tool, or a commercial off-the-shelf database.
How do the leaders of the East Caribbean CBI states intend to recover those reportedly thousands of passports purchased for only $80,000, instead of the required 200? The answer is they cannot. Only when a criminal is taken into custody, and law enforcement finds a St. Kitts CBI passport in his possession, is one ever seized. Rest assured, plenty of cancelled CBI passports will be facilitating transnational crime, sanctions evasion, terrorist financing, and PEP corruption for many years to come. Thank you, St. Kitts and also St. Lucia, for giving crime aid and comfort on a global scale.
Just for the record, while St. Kitts may be publicly stating they will cancel the passports, they have thrown up a roadblock - Due Diligence, to delay this occurring. More evidence of Bad Faith.
