Subject: Urgent Request for Your Intervention – My Family Is Living in Fear Because of My Saint

Lucia Citizenship by Investment Application

Dear Commissioner Brunner,

My name is Masood Yaseen Hasan. I am an Iraqi citizen, and I am writing to you because I have exhausted

every possible avenue to resolve my case with the Citizenship by Investment Unit of Saint Lucia. I

respectfully ask for your personal attention and assistance because my family and I are now living in fear.

I applied for citizenship under the Saint Lucia Citizenship by Investment Program. To do so, I paid

US$95,000 in cash to an ALT Group agent acting on behalf of Caribbean Galaxy, a company that I

understand to be controlled by Chinese nationals, for citizenship applications for myself and my family.

After I made the payment, the ALT Group agent wanted me to sign documents stating that I had invested

US$200,000 in a hotel project in Saint Lucia controlled by Caribbean Galaxy. That was not the transaction

that I understood I had entered into.

I refused to sign those documents because I believed they did not accurately reflect my transaction. I

immediately wrote to Mr. Claude Emmanuel, Head of the Citizenship by Investment Unit of Saint Lucia, to

inform him that I refused to sign documents that I believed could facilitate money laundering or otherwise

misrepresent the true nature of my application. I asked the authorities to investigate my complaint and to

protect my family.

Since reporting these concerns to the Citizenship by Investment Unit, my family and I have feared for our

lives. We are Iraqi citizens living in Iraq, and we now live in constant fear for our safety.

For months, I have repeatedly written to the authorities in Saint Lucia asking them to cancel my application

and return the US$95,000 that I paid. Instead of resolving my case, I have received only acknowledgements

advising me to wait while my family continues to suffer.I have also informed the authorities that I have been 

threatened by the agent involved in my application.My wife, my children, and I remain in Iraq and live in

 constant fear for our lives. I no longer want Saint Lucia citizenship. I simply want my money returned and 

for my family to be safe.

Commissioner Brunner, I have read your letter of 25 June 2026 addressed to the governments operating

Citizenship by Investment Programs. Your concerns regarding transparency, integrity, and security within

these programs gave me hope that someone would finally listen to my case. I respectfully ask that my case 

be considered by the European Commission as a real-life example of the risks faced by applicants who

 report what they believe to be wrongdoing within a Citizenship by Investment Program.

I respectfully ask the European Commission to examine my situation as part of its ongoing dialogue with the

Government of Saint Lucia. I am prepared to provide every document, every email, every payment record, 

and every communication in my possession to support my complaint.

I also respectfully ask that my case be brought to the attention of the Office of the United Nations High

Commissioner for Human Rights (OHCHR) because my family continues to live under extreme stress and

fear while waiting for a resolution.

Today, I ask only for justice. Please help me recover the money that I paid, protect my family, and encourage

an independent and fair review of my complaint.
